Built between 1966 & 1968 4-TC sets were converted from standard Mk1 loco hauled coaches and generally referred to as BR Class 491. This was later changed to BR Class 438. They were designed to work the London to Weymouth line together with the 4-REP units. The 4-TCs were unpowered and were propelled from London as far as Bournemouth by the 4-REP before being coupled to a Class 33 and then hauled to Weymouth. The return journey was the same in reverse with the units being used in Push/pull mode. They could also be found on various other routes. With the electrification of the Weymouth line and the replacement of the 4-REPs with the Class 442s the 4-TCs were withdrawn by 1992.
